Good move on quelling fears. That said, if any insurgency is formed in China, then it will probably have at least two features:

1) insofar as Uighurs are concerned, Al-Qaeda (AQ) will try to work through extremist groups like the East Turkistan Liberation Organization. The far majority of Uighurs are peaceful and AQ's message does not resonate with them. (This, of course, could be changed if the CCP begin cracking down on all Uighurs violently in response to a future terrorist attack.)

2. You can not discount the possibility of foreign AQ operatives just coming into China and conducting an attack themselves (see: 9/11).

3. If an attack does occur, then AQ would try to balance likelihood of success with attention. An attack in Xinjiang is easier given that Xinjiang is such a massive expanse of territory. But a more difficult attack in Shanghai, Guangzhou, Hangzhou, or -- God help us -- Beijing would be a much larger blow to the Chinese and induce much more terror among the population.

So, in short: you are right, I think, Cullen, that an attack in Suzhou is unlikely. But truth be told, if AQ really is increasing their focus on China, then China may have to experience a "refocusing event" like America's 9/11 or Britain's 7/7 (train bombings) or Spain's 3/11 bombings). I deeply hope that I am wrong.

Lastly, given all of this, one needs to remember that the chances of getting killed or injured in a terrorist attack are miniscule. Really. Like way, way less than .1% -- it's something like .02%. Death in a car accident is *80 times* more likely. So the message of this whole diatribe is really: be careful on your scooter!
